On June 12th, 2016, the Third International Forum on the Belt and Road Initiative, which organized by International Academy of the Belt and Road (hereinafter, the Academy), co-organized by Hong Kong WTO Research Centre, Hong Kong Commerce and Industry Associations, and Hong Kong Basic Law Education Association, was held in Hong Kong Convention and Exhibition Centre and came to a successful end. Over 40 legal experts from nearly 30 countries have been invited to Hong Kong to exchange and share their insights with Hong Kong people from all walks of life.

The theme of the forum is involving the Belt and Road & Transpacific Partnership Agreement, and using legal and strategic perspective to analyze Hong Kong potential strength on the Belt and Road construction, and the linkage between the Belt and Road Initiative and European Union, Transatlantic Trade and Investment Partner Agreement, Eurasian Economic Union.

There are many distinguished guests present, including government officials, legal experts and social celebrities, such as Chief Secretary for Administration of Hong Kong SAR Carrie Lam Cheng Yuet-ngor, Mr. Eddie Ng Hak-kim, Secretary for Education Mr. Zhenmin WANG, Minister of Legal department of Liaison Office of the Central People’s Government in the Hong Kong S.A.R. President Guiguo WANG, Vice-Presidents Dr. Lee Yuk Lun and Dr. Priscilla Leung of International Academy of the Belt and Road, Mr. Vincent Lo, chairman of Hong Kong Trade Development Council.

Chief Secretary for Administration of Hong Kong SAR Carrie Lam Cheng Yuet-ngor said that as an international financial center, Hong Kong could play a role in the internationalisation of the RMB and cultural exchanges. Moreover, she expects Hong Kong youngsters could actively grasp opportunities, to cooperate with enterprises to develop the market of the Belt and Road. Legal Ministry Zhenmin WANG of Central Government Liaison Office pointed out that the Belt and Road Initiative, is similar to the policy “one country, two systems”. At beginning Policies are always abstract, but time will prove it will eventually be successful implementation. He hopes all walks of society jointly endeavor to make the Belt and Road real.

As a member of the CPPCC National Committee and President of the Academy, Professor WANG Guiguo said in his speech, a good legal environment is the cornerstone of the success, and the dispute settlement mechanism is the core content of all trade and economic cooperation. Vice President Dr. Lee Yuk Lun pointed out the Central Government encourages participation from Hong Kong non-governmental organizations in the Belt and Road research and investigation activities, in cooperation with the mainland to explore the market along the Belt and Road countries. Also, the Hong Kong SAR Government encourages Hong Kong students and citizens to deepen exchange with countries along the Belt and Road. As my wish, Hong Kong SAR Government should communicate with Beijing central government on Hong Kong’s role in terms of the Belt and Road Initiative, making new contributions to the prosperity and stability of Hong Kong and the state.
