As the first research institute concerning the Belt and Road initiative in Hong Kong, the International Academy of the Belt and Road (IABR) was founded on January 29, 2016. People from different sectors attended the inauguration ceremony, including, the Chief Executive and the guest of honor Leung Chun-ying, the Chairman of Hong Kong WTO Research Center and the member of Chinese People’s Political Consultative Conference (CPPCC) Professor Guiguo Wang, the vice president of All-China Federation of Industry and Commerce and the Deputy Director of the CPPCC Foreign Affairs Committee Mr. Wenduan Lu, President of Hong Kong Commerce and Industry Associations Dr. Yuk-Lun Alan Lee, JP, the chairman of Hong Kong Basic Law Educations Association Dr. Mei-Fun Priscilla Leung, SBS, JP, as well as twenty world-renowned legal experts, scholars and business leaders from the UK, the United States, Europe and Asia and other places.
Hong Kong should be able to play a vital role in the Belt and Road Initiative. It has its own market economic policies. As an international financial and shipping center, it focuses on rule of law and has already had well-structured legal system. Besides, there are a large number of professionals, and plenty of capital and technology in Hong Kong, together with the language advantage of Bi-literacy and Tri-lingualism. With the establishment of the International Academy of the Belt and Road, the economy, institutions and values of Hong Kong could be systematically integrated into the Belt and Road Initiative, from the aspects of the legal system, law enforcement and expert communications.
