11 October 2016 (Hong Kong) – The 4th International Forum on the Belt and Road, organized by International Academy of the Belt and Road (IABR), and co-organized by Hong Kong WTO Research Institute, Hong Kong Commerce & Industry Associations, and the Hong Kong Basic Law Education Association, was successfully held in Royal Plaza Hotel. At the Forum, experts, scholars, judges and entrepreneurs were invited to deliver speeches and discuss around the dispute settlement mechanisms. A Press conference of the blue book was also held on the same day to share the research findings concluded by IABR’s Working Group.
IABR trusts that the Mechanisms will serve as a significant role at implementation of the Belt and Road Initiative. Apart from experts, scholars, business leaders and community influencers joining the Forum, Grand Judge He Rong, the Vice President of the Supreme People’s Court of the People’s Republic of China, Professor Wang Zhenmin, the Director General of Legal Department, Liaison Office of the Central People’s Government in the Hong Kong S.A.R., Miss Choi Ying Pik Yvonne, GBS, JP, the Commissioner for Belt and Road Hong Kong Office of Hong Kong SAR, Mr. Sun Jungong, Vice President of the Alibaba Group, Professor Wang Guiguo, President of IABR, Dr. Lee Yuk Lun, JP, the Vice President of IABR, and Dr. Leung Mei Fun, SBS, JP, the Vice President of IABR, served as officiating guests.
Grand Judge He Rong said, the theme of dispute settlement mechanism in this forum is highly praiseworthy and has a strong practical significance and foresight. She hoped that the Forum would have solid results and the Supreme People’s Court would give strong support to IABR. Director General Wang Zhenmin said Dispute Settlement Mechanism for the Belt and Road was very meaningful and hoped that the experts could provide legal protection for the construction of the Belt and Road. As a place where Chinese and Western cultures meet, we hope Hong Kong can play an unique role in the implementation of the Belt and Road Initiative.
The Commissioner Miss Choi Ying Pik Yvonne, GBS, JP praised IABR for its contribution to the Belt and Road Initiative. She said IABR had held four large forums in less than a year, and today announced the Blue Book of Dispute Resolution Mechanism For the Belt and Road, which was really encouraging. As an international financial and trade center, Hong Kong is committed to strengthening economic and trade cooperation with countries along the route. In the future, the Hong Kong Special Administrative Region Government will spare no effort to promote Hong Kong’s participation in the construction of the Belt and Road Initiative, particularly in providing professional financial and legal services.
Vice President of IABR, Dr. Lee Yuk Lun also stated that, business enterprises face many higher risks when they make international investments, and a set of rules like the Mechanisms would effectively help Belt and Road investors in terms of legal support and dispute resolution, countries along Belt and Road and their people would be fully protected for their rights. In addition, Dr. Lee hoped Hong Kong SAR Government would continue to provide policy and financial support, and the new Legislative Council could be responsive to public opinion, and the general public, especially the young people, would adopt an open and inclusive attitude to understand the Belt and Road Initiative.
President of IABR, Professor Wang Guiguo thanked experts from various countries for their concern and support to IABR. He said that although the countries along the route have different cultural backgrounds and values, mutual understanding and trust would help establish a basis for common cooperation. Dispute Settlement Mechanism for the Belt and Road is experts’ wisdom of crystallization through constantly exchange and hard working.
The press conference of the blue book Dispute Settlement Mechanism for the Belt and Road was held after the Forum. The blue book covers the national grievances system, mediation, arbitration and appeal procedures. The working group was set up in March this year, and after the hard work for more than six months, they have formulating a set of rules on dispute resolution in the form of a blue book, which has attracted 45 scholars and experts from more than 30 countries, as initiators, endorsing it.
In the press conference, President Wang guiguo, Vice President Dr. Lee Yuk Lun, Director General Wang Zhenmin, Deputy Chief Judge Liu Jingdong, Vice President of the Alibaba Group Sun Junong, Former Ambassador of Malaysia to WTO Manickam Supperamaniam spoke from the perspective of legal and business communities, that the dispute settlement mechanism will play an important role in the implementation of the Belt and Road.
Finally, Vice President Leung Mei-Fun made a concluding speech. She said that in the context of economic globalization, a fair and impartial trade rules between countries s essential. Since the establishment of IABR this year, with the joint efforts of experts and staff, IABR has achieved satisfactory development. In particular, the International Forum sponsored by IABR has been well concerned and supported by all walks of life in Hong Kong. IABR will make persistent efforts to make greater contributions to the construction of the judicial system along the Belt and Road.
